Es el régimen aduanero que permite el ingreso al territorio aduanero ecuatoriano, con suspensión del pago de los derechos e impuestos a la importación y recargos aplicables, de mercancías destinadas a ser exportadas luego de haber sido sometidas a una operación de perfeccionamiento, bajo la forma de productos compensadores.
¿A quién está dirigido?
Está dirigido a los importadores, exportadores, maquilas e instalaciones industriales, beneficiarios del régimen de admisión temporal para perfeccionamiento activo, que se hayan registrado como tal en el sistema informático aduanero Ecuapass.

Persona Jurídica - Privada, Persona Jurídica - Pública.

¿Qué necesito para hacer el trámite?
Requisitos Obligatorios:
- Registro como Operador de comercio exterior en el sistema informático Ecuapass.
- En caso de requerir los servicios de un auxiliar de la administración aduanera consultar el listado de Agentes de Aduana autorizados en la siguiente ruta: https://www.aduana.gob.ec/wp-content/uploads/2020/06/LISTADOS-DE-AGENTES-DE-ADUANA-AUTORIZADOS.pdf
- Se debe presentar los documentos que acrediten el proceso productivo, de transformación, reparación, o de elaboración.
- Solicitud de autorización para régimen.
- Solicitud de garantía (general o especifica)
- Registro de código producto/insumo.
- Declaración Aduanera con código de régimen 21.
Requisitos Especiales:
- El solicitante debe estar domiciliado en el territorio aduanero ecuatoriano
- Las mercancías importadas deben ser susceptibles de acogerse a los fines del régimen

¿Cómo hago el trámite?
El procedimiento en cuanto a la transmisión del régimen de Admisión temporal para perfeccionamiento activo, es el siguiente:
- Ingresar al sistema informático Ecuapass para registrar la solicitud de autorización al régimen, Portal Externo> https://ecuapass.aduana.gob.ec > Tramites Operativos > 1.1.2 Formulario de solicitud categoría > Solicitud de Autorización.
- Registrar la garantía en la opción Portal Externo> https://ecuapass.aduana.gob.ec > Tramites Operativos > 1.1.2 Formulario de solicitud categoría > Registro de solicitud de aprobación de garantía.
- Registrar el código de insumo en la opción Portal Externo> https://ecuapass.aduana.gob.ec > Tramites Operativos > 1.1.2 Formulario de solicitud categoría > Registro de código de producto.
- El agente de aduana debe proceder con la transmisión de la declaración aduanera de importación con código de régimen 21.
- Se debe realizar el aforo de las mercancías de acuerdo al canal de aforo asignado a la declaración aduanera.

¿Cuál es el costo del trámite?
Los trámites aduaneros no tienen costo. Sin embargo, el beneficiario debe considerar el pago de servicios propios de la logística tales como transporte, almacenaje y honorarios del agente de aduana.

¿Cuál es la vigencia de lo emitido al completar el trámite?
La autorización de permanencia de mercancías que ingresan bajo el régimen de Admisión temporal para perfeccionamiento activo será de un año contado a partir de la fecha del levante de las mercancías.
